Drowning in Promises
11th-13th June 2021
The G7, leaders of the world’s richest democratic nations are meeting in Cornwall from 11th-13th June and we will be there to greet them. Over this weekend we’re planning a series of COVID-safe, nonviolent mass participation actions across mid Cornwall from Carbis Bay and St Ives to Falmouth and beyond. We will be on the beaches, headlands and town streets bringing our message to the G7: We’re Drowning In Promises: Act Now.
We will be sounding the alarm for climate justice and the dangerous consequences of the G7’s broken promises for front line communities already bearing the brunt of climate and ecological collapse. We’ll be calling out government greenwashing, empty promises and the ecocidal decisions that continue to be made as a consequence of pursuing infinite growth on a finite planet. We’ll be visioning alternative ways of meeting everyone’s needs while repairing the harm that our toxic system has caused to people and nature.
In this critical year for the COP process, the need for G7 countries to step up their ambition and make good on their promises has never been greater. This is a key moment and we are calling on EVERYBODY who can, to stand up and take action in Cornwall.

COVID GUIDELINES
We will be protesting with Covid-19 restrictions still in place. However, protest is an exception in relation to the rules about gatherings, as long as there is a suitable Covid-19 Risk Assessment in place, and the control measures within the risk assessment to minimise the transmission of the virus are adhered to. The Risk Assessments will be available to rebels via a link in the Broadcast chats. Please make sure you stick to the control measures as far as is reasonably practicable. Volunteer rebels will be on hand to remind us to keep our protests Covid safe.

CORNWALL’S UNIQUE GEOGRAPHY
Rebelling in Cornwall is going to be very different to what we’re all used to in London, or other urban centres. Actions will be in different locations on different days, and although public transport exists, it doesn’t always do a great job of getting people from A to B in a hurry. For this reason we are going to be using a combination of public transport where possible, mini buses and rebel car ferrying. More details under Transport below.
Postcodes and addresses are often misleading in Cornwall. We will be using what3words for meeting points and location descriptions - a location finding app that divides the entire planet into 3m squares. Download the App if you have a smartphone, and try to buddy up with someone if you don’t.
Be aware that SAT-NAVS aren’t particularly helpful when you’re driving around Cornwall, they can often lead you down single track roads, where you’re likely to get stuck behind a tractor or a herd of sheep! Try to stick to main road routes. Despite what the SAT-NAV tells you, main roads are quicker and easier.
Also bear in mind that not all areas of Cornwall have full phone reception.

PROTESTING AT THE G7 SUMMIT IN CORNWALL
Some important considerations
Attending the G7 Cornwall Rebellion will be very different to a ‘normal’ XR Rebellion, and not just because of the location!
Police and Security
There will be a very high police and security presence with up to 6,500 officers being deployed in various roles! Devon & Cornwall Police are in charge of the policing operation surrounding the summit, and their principal focus is to keep the Heads of State and the delegates safe. As such, they will be creating a secure zone around the Carbis Bay Hotel and the accommodation site, Tregenna Castle. No one who has not been security vetted will be allowed into this zone, and much of the policing will be centred on keeping these spaces secure. This will involve road closures, security fencing and a strong presence of police officers and security staff.
In order to keep rebels safe and to try to ensure we are able to protest in a meaningful way in appropriate locations, we have been liaising directly with Devon & Cornwall Police about these issues for many weeks already.
Devon & Cornwall Police are on record as saying that they are not there to stop protest, they expect and welcome it, and they want our voices to be heard. We will be keeping them to that commitment!
Reminder:
The police do not always tell the truth, and they do not always keep us safe when we are at a protest.
The G8 Summit held in Scotland in 2005 resulted in 350 arrests, violent clampdowns, riot deployment and infiltration.
Light Blue vested police are trained to be more friendly and approachable, but they are there to gather information.
Some police have demonstrated institutional racism, sexism, ableism, classism, homophobia and transphobia. As such, people from marginalised communities are much more likely to be a victim of police unlawfulness or violence. As activists we should support and stand in solidarity with our fellow activists, help keep each other safe, and practise our nonviolence.

Nonviolence, and Maintaining XR’s Nonviolent Container
There will also be many other protest groups, the vast majority being peaceful as we are in XR. However, we must be mindful that these types of events can attract groups that may have a different agenda. It will be essential for us to ensure that we maintain a strong nonviolent container at all times. We encourage ALL XR rebels attending the event to get trained up in the latest NVC/deescalation training (details in the trainings section below), and remind themselves of the Rebel Agreement
What is Nonviolence?
Nonviolence works because it inspires, builds trust and opens doors for large numbers of people to get involved and express themselves. It also models the world we want to live in by committing to causing no harm.
We name, claim and frame our actions to be nonviolent. We create a “container” - the area in which we take action, which probably has no visible boundaries, nevertheless should be noticeable by anyone as an area where a different thing is happening. It brings a nonviolent ambience that opens minds and hearts and supports an appropriate level of tension and pressure.
Upholding our Rebel Agreement and our nonviolence principle is intending to ensure safety and appropriate nonviolent tension (not too tight, not too slack). It enables everyone, including those marginalised, to know what they can expect from our intentions. Our de-escalation is intended to support and uphold these Agreements. Local People and Businesses
The majority of Cornwall relies heavily on the tourist trade, which has been seriously disrupted throughout the pandemic. Many small businesses and the local people who work for them have been struggling, so please be sensitive to this. We will be there to make a show to highlight the failure and broken promises of the G7 leaders, and wish to limit the disruption to locals as much as possible.
Tourists
All of the G7 action locations are tourist hotspots. Please be mindful that we will be sharing the streets (and beaches) with them, as well as with other protest groups. This may be their first break as lockdown restrictions ease - let’s make a good impression!

TRANSPORT
Getting to the G7 Cornwall Rebellion
By Train…
The nearest train station to St. Ives (and the campsite) is St. Erth, which is on the main London to Penzance line. There is normally a branch line from St. Erth to St. Ives, but there will be a replacement bus service during the G7 weekend.
Rebels heading to the campsite will be picked up from St. Erth Station.
By Coach…
National Express is still operating a restricted service due to the pandemic. Currently it is possible to book a coach to Truro in June, and then catch the train to St. Erth, or use a local bus service (such as First Buses) to reach your destination - it’s approximately a 1 hour 50 minute bus journey from Truro to St. Ives, and approximately 30 minutes by train to St. Erth.
Rebels heading to the campsite will be picked up from St. Erth Station.

This is 5km / 3.25 miles from the centre of St Ives.
Campsite Rules
If you are staying in the Hostel on the campsite, you will need to bring your own bedding.
Please note: Wild camping is illegal and could result in bad publicity for the movement. Overnight stays are banned on all beaches and car parks and due to road closures and policing we do not recommend staying on the roadside.
Book independently... There are a host of small B&B’s, campsites, hotels etc. Note that it is usually much cheaper and easier to stay anywhere away from the coast. Good places to look should be google maps or booking.com

SUSTENANCE
The Rebel Kitchen will be providing wonderful hot vegan meals for breakfast (for campers at the campsite only) and dinner (for all rebels - on location). Donations will be very welcome.
Rebels will need to be responsible for their own lunch and snacks, so bring plenty with you. There are many local shops and cafes in Cornwall. Please try to support small, independent, local businesses while you are here. It's a good way to give something back to the community and better than supporting national chains or supermarkets.
