Description of Work

The Systems Planning Group of the Transportation Planning Branch, located in downtown Raleigh, NC, is seeking a senior level engineer to serve as State Traffic Forecast Engineer.  The person chosen for this position will serve as the technical specialist and manager of the Traffic Forecasting Process for the North Carolina Department of Transportation. 

This position has the responsibility for providing project-level traffic forecasting expertise to the Branch and its customers.  This includes developing and implementing best practices and standard operating procedures for travel demand forecasting in North Carolina based on Federal guidelines; overseeing the completion of traffic forecast products for compliance to standards; tracking status of outstanding forecasts for projects to ensure timely delivery of products; developing and coordinating training classes and administering consultant contracts related to travel demand forecasting; and coaching / counselling other staff in improving their technical proficiency and techniques for developing quality traffic forecasts in a timely manner.  

This position regularly interacts with other DOT branches and divisions, senior DOT management, and FHWA, and may require interaction with MPOs/RPOs/local area staff, other State agencies and State and local policy officials and the general public. 

Preference will be given to applicants with NC Professional Engineering registration and applicants with project level traffic forecasting experience.

Knowledge, Skills and Abilities / Competencies

This is a senior level engineering position and concentration in Transportation Engineering or Transportation Planning is essential.   It requires thorough knowledge of all technical aspects of traffic forecasting, transportation planning principles, and State and Federal regulations for transportation planning.  Must have thorough knowledge of database management and Microsoft Office Professional Suite and working knowledge of travel demand modeling (including TransCAD) is desirable.  Must have strong technical writing and oral communication skills, and the ability to interface with engineers, planners, the public, and administrators at the State and local level in a polite, courteous and cooperative manner.  Competency level – Advanced. 

Applicants must be self-motivated, diligent, and with strong consensus building and communication skills.  Enthusiasm, flexibility, and integrity are necessary.  One should be able to plan, schedule, and conduct complex engineering work and convey findings in oral and written report form. 

This position is stationed in the downtown Raleigh office (located on 1 South Wilmington Street) with occasional evening or overnight meetings.  Applicants should have a valid driver’s license, be able to travel independently, communicate effectively during public presentations, lift/carry materials for public meetings, perform field investigations, and be available to work a regular work schedule.

Minimum Education and Experience Requirements

Bachelor's degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience some positions may require licensure by the North Carolina board of examiners for engineers and surveyors. All degrees must be received from appropriately accredited institutions.
