Doing Business with the City of New York

To do business with the City of New York, organizations need to create a vendor account in the City’s Payee Information Portal (PIP) (to get paid) and also in Procurement and Sourcing Solutions Portal (PASSPort) (for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor’s Office of Contract Services (MOCS) developed and maintains PASSPort.

Note: A PASSPort account is required to respond to solicitations (RFx). Organizations looking to respond to Health and Human Services (HHS) solicitations need to have an approved HHS Prequalification Application in PASSPort.

MWBE Contracting Opportunities

City agencies can award contracts of up to $500,000 for goods, professional services, standard services and construction directly to City-certified M/WBEs without formal competition using the M/WBE Noncompetitive Small Purchase Method. This streamlined process makes it easier for the City to do business with M/WBEs. Don't miss out! • Find trainings and resources provided to M/WBE businesses by the Mayor’s Office of Minority and Women-owned Business Enterprises (M/WBE). Resources include the City’s new Bond Collateral Assistance Fund and one-on-one technical assistance to help businesses submit the best bid/proposal for City contracts.

• If your business is working on, or hoping to work on, a project with a City agency or City-funded entity as a prime or subcontractor, you may be eligible for a Contract Financing Loan. You can learn more on the NYCBusiness website.
