VCCI Survey - November 2020
This survey is designed to inform the Government Business Dialogue on December 11th, to be held between the Prime Minister, other key ministers, and the Chamber of Commerce. If you have multiple businesses, please fill in the survey once for each business. The deadline for the survey is Tuesday 8th December.

Topics include:

- The impact of COVID-19 on your business, and the outlook for the future
- The hypothetical impact of a widespread COVID-19 outbreak
- The proposed changes to the reserved list
- Feedback on the Government lending scheme
- The proposed changes to the requirements for hand washing requirements (Port Vila only)

Hypothetical impact of a widespread COVID-19 crisis on your business?
These questions seek to understand what the impact would be if there was a widespread COVID outbreak, and we moved to level 3 from the Ministry of Health planning perspective. Under this scenario, there would be restrictions on inter-island travel, as well as restrictions on businesses, schools, churches, and other public or private gatherings. Changes to the reserved list
The Government is currently proposing to add 33 occupations to the reserved list. Thse are jobs which only ni-Vanuatu can do, and the list of occupations which are proposed to be added to the list is below.

Feedback on the proposed Government lending scheme
At the last dialogue on 30th October, the Government announced a new lending scheme, totalling VUV 2.8bn. We are still waiting on the exact specific to be released, but the announcement at the dialogue included the following details, noting that there is a high level of uncertainty, and that all of the details are subject to change:

i. It will only be for activities that can boost the economy, and which align with the National Sustainable Development Plan and Post Disaster Needs Assessment – it can either be reconstruction or new activities
ii. It will be lent at 1%, with a grace period of 6 months, both on the principal amount and on interest
iii. There is a term of 2 years
iv. The maximum loan amount will be VUV 100m
v. The banks can charge borrowers an application fee and an administration fee, which may add 4 percentage points to the cost of the loan
vi. The loans cannot be used for refinancing

Proposed new by-law: Permanent washing stations
The Port Vila City Council, working with the Ministry of Health and the Department of Water, have a proposed by-law which would require all businesses to have a permanent hand-washing station (i.e. a sink - a bucket would not be sufficient).
