Explanation for Adjusted Report Card:
The Ohio Department of Education has struggled to provide comparable data for local schools as a result of the high number of students whose parents opted for them to not take the 2014-2015 PARCC examinations. Because the Ohio Department of Education has agreed to recognize this issue but struggled to communicate the impacts on local schools it is important that adjusted scores be clearly presented for citizens to compare their schools to others in Ohio.

How To Consider "Opt-Outs" When Reading The Report Card |
When the school report cards for last year were released, the high number of opt-outs had a considerable impact. Because of the way the scores are calculated, all opt-outs appeared as zeroes, while they should not have been factored into the scores at all. We have some of the best schools in the state, but the impact of opt-outs caused our schools to appear in the bottom tier when compared to other schools. These results had errors most commonly in two areas. Performance Index and Gap Closing, both scores that could be challenged on the account of the high numbers of students whose parents opted them to not take the PARCC test.

Not all measurements on the report cards were impacted by the opting out of students, but it is important to understand how your school performed despite the data issues caused by students opting out.
Performance Index: This measurement reflects how many students in the school passed the state test. When students "opted-out" they were counted as a zero and therefore did not pass. This has resulted in substantially lower performance index grades when schools had a high level of students "opt-out." Modified Achievement Measure: The Ohio Department of Education developed this measure in response to school administrators concerned about the negative impacts of the performance index scores that include students who did not take the test. This measure is actually a modified performance index score and shows how the school would have fared had students who didn't take the test not been counted into results. Indicators Met: Looks at each grade level and subject to determine if student performance met the expectations established for passage. This measure is based upon how many of those different subject and grade level areas was passed, It does not appear to have a strong correlation with students taking the test or not. Annual Measurable Objectives: This is found under the Gap Closing Measure section of the report card and specifically grades if every student is succeeding, regardless of income, race, ethnicity, or disability. This was impacted in many cases by students who opted out because this score considers if a high enough percentage of students took the test. If a threshold is not met the school receives an automatic one letter grade demotion. To ignore the demotion and determine a schools unofficial achievement in this category you refer to the "preliminary AMO grade." Value Added: New concerns are arising regarding errors in calculating value added scores. There has been no adjusted grades posted for value added at this time.
