Assert Your Right to Vote on D200's Most Expensive Capital Works Project Ever
The Issue
The D200 Board of Education (BoE) is considering bypassing voters to begin funding its $218 million draft facilities master plan. Do the proposed expenditures align with our community's values?
Sign this petition to let the Board know that you want to vote on the plan's funding and email concerns to BoE@oprfhs.org.
• 16% earmarked for academics. No STEM lab is included in the plan. How would this plan improve academic outcomes for all students? Is this an equitable plan?
• 59% earmarked for PE/athletics.
• $151 million would be spent on demolishing and rebuilding the south end of the building, including the historic Field House, largely for PE/athletics.
• The plan under consideration includes total demolition of a third of the structurally sound building. A renovation-focused plan has not been presented to the community.
• This plan has been presented without clear definition and prioritization of needs. Line item expenditures lack transparency. Component costs not disclosed.
• The impact on property taxes and the date of the next property tax referendum are uncertain.
• The cash reserve is already "spoken for". It's earmarked to offset OPRF's deficit spending for the next five years, according to its Five Year Financial Projections report, released in October 2017. An operations referendum is already a possibility in 2023 and will be sooner if much of the cash reserve is used to fund a facilities plan.
• Using more than $20 million of the cash reserve is inequitable, as the financial burden of funding major facility improvements should be shared with future taxpayers, according to the D200 Finance Advisory Committee.
In the wake of “America to Me”, how is this plan an appropriate legacy for OPRF?
