A comprehensive plan is a long-term guide that captures the shared vision of what the community wants to be in the future. It is a comprehensive roadmap with a set of goals and policies for achieving the Town's vision. Most comprehensive plans look at existing conditions and then establish a vision for the community's future with goals and policies grouped by topic and an implementation agenda to set priorities for action.

The goals and policies of a comprehensive plan are multi-faceted and can address various topics that help a community plan for the future. Some of these topics may include, but not limited to, land use, economic development, natural resource protection, sustainability, public infrastructure and utilities, housing, transportation, open space and recreation, and arts and culture. Goals and policies of a Comprehensive Plan often relate or connect with one another, which helps to build cohesion in the document. 

Planning helps to ensure that future growth and policy decisions are consistent with the Town's vision and that the community is prepared to respond to potential changes, including economic shifts, environmental impacts, and technology innovations. 

A community’s comprehensive plan is an evolving document that needs to be updated periodically to reflect changing conditions and to provide direction for changes anticipated in the future. Updating a plan allows a community to be proactive and be prepared for changes that arise over time. Through updating a plan, a community can shape how and where change will happen in the future. Comprehensive plans are typically prepared with a 20-year outlook with updates usually occurring approximately every 10 years. However, the frequency of updates may vary from community to community. 

There will be multiple opportunities to be involved and provide input on the future of your community. Online and in-person engagement opportunities will be posted to this site as we move forward in the planning process. You can also share your ideas by through email using the contact information on this page below. 

The Comprehensive Plan will be used by the Town Council, Town staff, boards, committees and commissions to guide decision making; however, the successful implementation of a comprehensive plan requires the involvement from the whole community. Residents, business owners, nonprofit organizations, community leaders, regional agencies, schools- can all play a part in realizing the Town’s vision.
